Stockton Unified School District has made significant strides in improving fiscal accountability, addressing critical recommendations from the Financial Crisis & Management Assistance Team (FCMAT), the San Joaquin County Grand Jury Reports, and oversight from county and state education departments.
One of the most notable achievements is our recent clean & on-time audit for the 2023-2024 schoolyear budget! Stockton Unified successfully completed the first clean and on-time annual audit since 2017, with no material findings.
Key Milestones in Fiscal Improvement:
✅ Reduced State Oversight: Completed the first of two years required to be removed from “high-risk” status.
✅ Salary Increases Without Deficit Spending: Effectively managed categorical and one-time funding, allowing for the largest salary increase (8%) since 2002 without deficit spending.
✅ Maximized Federal Funding: Successfully expended ESSER II and III funds before deadlines, ensuring resources benefited students and schools.
✅ Facilities Master Plan Completion: Established a clear strategy for using 2012 and 2022 bond funds to improve school infrastructure.
✅ Addressed Oversight Findings: Cleared 77 of 87 findings from FCMAT, County, and State reports.
✅ Federal Program Compliance: Resolved all previous Federal Program Monitoring findings to ensure compliance with federal education regulations.
✅ Strengthened Procurement Processes: Developed a CDE-approved procurement system aligning with federal and state regulations.
✅ New Business Management System: Implemented ESCAPE, a modernized system for improved financial management.
✅ Restored Partnerships: Re-established a positive working relationship with SJCOE and the California Department of Education.
